Edgewood at Everlands is a community-based in Palm Bay, Florida. As a Florida non-profit corporation, the Edgewood at Everlands Homeowners Association, Inc. controls the neighborhood by enforcing the Declaration of Covenants attached to every house deed. The HOA also owns and manages the common areas, such as entry gates and green spaces, through a Board of Directors.

HOA BOARD MEETING HIGHLIGHTS
Here is a summary of the Edgewood at Everlands HOA Board Meeting held on Tuesday, March 3, 2026:
BOARD RESIGNATION AND APPOINTMENT
Vice President/Secretary Tony Dumler announced his resignation from the HOA Board for personal reasons. He expressed gratitude for the opportunity to serve and confidence in the Board’s future leadership. The Board thanks Tony for his time, dedication, and service to the community and wishes him all the best.
Our By-Laws call for vacancies in any office to be filled by Board appointment. The officer appointed to such vacancy shall serve for the remainder of the term of the replaced officer.
The Board asked homeowner Bianca Terrier to fill the Board vacancy created by Tony Dumler’s resignation and she was unanimously appointed by the remaining Board members.
Thank you, Bianca, for your willingness to step up and serve our Edgewood community!
MEET NEW HOA BOARD VICE PRESIDENT AND SECRETARY BIANCA TERRIER
My name is Bianca Terrier, and I’m honored to be stepping into the role of Vice President/Secretary of our HOA.
Professionally, I worked as a Speech-Language Pathologist for about six years in a variety of settings before transitioning into my current role as an Operations Manager for a staffing agency. Both of those experiences have shaped how I approach leadership — with clear communication, problem-solving, and a people-first mindset.
I’m stepping into this role solely for the love of our community. I believe Edgewood is special. In a time when true community can feel rare, we genuinely have one here. Neighbors know each other. Families connect. People show up. I want to do my best to help protect and preserve that.
Anyone who knows me knows that I’m open-minded and flexible. If you ever have questions, ideas, or concerns, please don’t hesitate to reach out. I’m always happy to lend a listening ear and do what I can to help.
There are two phrases I live by. The first is, “Nothing beats a try but a failure.” And the second is, “To every problem, there is a solution.” Those sayings reflect how I approach both life and business — with optimism, persistence, and a belief that challenges are opportunities to grow.
I’m looking forward to working alongside the board and with all of you to continue making Edgewood a place we’re proud to call home. Thank you for the opportunity to serve.

HOA BOARD POLICY REQUIRING A MEMBERSHIP VOTE FOR CAPITAL IMPROVEMENTS EXCEEDING $10,000
The Edgewood at Everlands HOA Board of Directors hereby adopts the following policy regarding capital improvement projects:
PURPOSE
To promote transparency and ensure homeowner participation in significant financial decisions, any capital improvement project with an estimated cost exceeding $10,000 shall require a vote of the membership prior to approval and commencement.
SCOPE
This policy applies to all capital improvements exceeding $10,000, including but not limited to projects such as the addition of new amenities, installation of a water feature and/or the addition of a floating dock to the retention pond, upgrades to the pool cabana, installation of heating to the community pool, etc. [These are just examples.] Routine, budgeted operating expenses—such as landscaping, utilities, insurance, and management fees—are expressly excluded from this policy.
EMERGENCY EXCLUSIONS
Projects classified as emergency repairs necessary to protect residents’ safety or prevent immediate property damage (e.g., urgent irrigation system repairs) are exempt from the requirements of this policy.
VOTING PROCEDURE
· For any qualifying capital improvement project, the Board will call a special meeting of the membership. Notice of the meeting will clearly state that a vote on the proposed project will occur.
· A quorum for the meeting is established when 20% of the households (32 out of 162) are present, or represented by proxy, in accordance with Association governing documents.
· Upon reaching quorum, a simple majority of those present and voting will determine whether the proposed capital improvement project may proceed.
AMMENDMENTS TO GOVERNING DOCUMENTS
While this policy is not a formal amendment to the Association’s Covenants, Conditions, and Restrictions (CC&Rs)—which would require a 75% membership vote—it represents a proactive measure by the Board to enhance homeowner engagement in the allocation of Association funds.
EFFECTIVE DATE
This policy is effective immediately upon adoption by the Board on this date, Tuesday, March 3, 2026, and shall be communicated to all members.
PEDESTRIAN GATE FEEDBACK AND BOARD DECISION
At the last Board meeting, the Board reviewed community feedback regarding the pedestrian gates, following multiple requests from residents concerned about the gates being locked. A total of 28 homeowners submitted feedback. Of those, 14 expressed support for keeping the gates locked 24/7. Twelve homeowners favored unlocking the gates, including one respondent who suggested removing the pedestrian gates entirely. Two homeowners supported a compromise approach, recommending the gates remain locked at night but open during the day.
Given that a slight majority of respondents favored keeping the pedestrian gates locked, the Board voted to take no action at this time and will continue to keep the pedestrian gates locked 24/7.
The Board remains open to ongoing dialogue as the community’s needs evolve and will revisit this issue should circumstances change or new concerns arise. Homeowner feedback will continue to be an important part of any future discussions to ensure the Board represents the interests of the community as a whole.
OTHER BOARD ACTION: DRAINAGE WORK IN COMMON AREA
· The Board voted to contract with Byrd’s Lawn and Landscape to perform drainage work (installation of a modified French drain) in the common areas behind 592, 596, and 600 Veridian Circle at a cost of $1,650 to help mitigate drainage issues.
PLANNING POST-FREEZE LANDSCAPING CHANGES TO YOUR PROPERTY?
Remember: All exterior modifications to a home/property MUST first be approved by the Architectural Control Committee (ACC) before work can begin. This includes homeowner landscaping alterations, whether performed by Byrd’s Lawn and Landscaping, another landscaping vendor, or by the homeowner. Applications for landscaping or architectural alterations may be submitted through the homeowner portal in the Concierge section under Architectural Requests. LOOKING AHEAD: THE THIRD ANNUAL EDGEWOOD EASTER EGG HUNT AND EGG DECORATING
It’s that time again! As we’ve done each year, Edgewood families are invited to hide Easter eggs on your lawns and enjoy hunting at your leisure starting at 9:00 AM on Easter Sunday, April 5th. We are excited to continue our tradition as a community and celebrate together! Kids, rumor has it that the Easter Bunny will be hiding 3 special golden eggs somewhere in the community…and he even plans to make a rare in-person appearance that day!
After the egg hunt, please join us at the pool cabana at 10:00 AM, where the Families with Children Committee will host our Children’s Easter Egg Decorating Craft Event. Come get creative, connect with neighbors, and continue the fun!
Light refreshments will be provided. We look forward to celebrating with our wonderful Edgewood families!

DECLARATION OF COVENANTS AND CONDITIONS FOR EDGEWOOD AT EVERLANDS
A homeowners association (HOA) declaration, also known as a Declaration of Covenants, Conditions, and Restrictions (CC&Rs), is a recorded document that outlines the rights, responsibilities, and powers of the HOA and its members. CC&Rs are usually the most comprehensive HOA governing document and are intended to protect, preserve, and enhance the community's property values. They often include provisions for:

ARCHITECTURAL REQUEST FORM
All applications to the ACC for modifications to a home/property must be submitted on the appropriate ACC form, complete with all necessary Plat diagrams, dimensioned plans, details, and photographs in sufficient detail to inform the committee of your intentions, emailed to ARCFL@ELITEUSA.NET
No work should be commenced until ACC approval is provided in writing.
Per FS 720.3035 (07/2024), any denial of an application shall refer to the specific rules within the Declarations upon which the ACC is acting.
For reference, these numbers are provided for each section within this guide.
Once completed work has been done, please notify the ACC so that final approval of completed work can be signed off on.

PARKING POLICY & PERMIT REQUEST FORM
Guidelines:
Vehicles must be parked in designated areas, such as the owners’ garage or driveway. They should not be parked on lawns or in common areas belonging to the HOA.
Vehicles should not be parked in a way that blocks the normal flow of traffic or limits the ability of emergency service workers to respond to situations.
Vehicles should not block the sidewalk or be parked on the roadways between 11:00 p.m. and 7:00 a.m.
The car parking spaces adjacent to the swimming pool facility and the postal boxes are not for overnight parking.
Towing companies will remove offenders at the offender's expense, and the Association has no responsibility for such actions or damages.
Parking Permits may be requested by submitting a request to the managing company. Requests may not exceed 7 days in 1 full calendar month.
Parking permits must be displayed on the driver's side dashboard in full view.

Vehicles must be parked on the interior perimeter of the circle so that emergency vehicles can pass without any delay.
FAILURE TO FOLLOW THE PARKING RULES WILL RESULT IN IMMEDIATE TOWING OF THE OWNERS VEHCILE AT THEIR EXPENSE.

SWIMMING POOL RESERVATION FORM
We are so happy to have a beautiful pool for our community to share. Due to insurance regulations, if you are having an event in the pool area that invites others who do not reside in our community to the pool, you must complete a reservation form. Yes, guests are allowed to use the amenities as long as they are accompanied by a resident member.
